Legacy PERM FLC Website to be Decommissioned

The Office of Foreign Labor Certification (OFLC) has announced that the Legacy Permanent Online System will be fully decommissioned on December 1, 2024. As of that date, the FLC site will no longer be available and will redirect to the Foreign Labor Application Gateway (FLAG) System.

Stakeholders are strongly encouraged to access their accounts ahead of December 1, 2024, and download any documents required from the Legacy system. Account holders who need to upload documents or request a specific case action on an application (request reconsideration, withdraw applications, etc.) should complete action in the system by November 30, 2024, at 7:00 PM EST.

After November 30, 2024, Applications still pending in the Legacy System will continue to be processed by the OFLC, but Stakeholders will not be able to upload documents directly via the Legacy System. Stakeholders who must submit responses to the Department, upload documents, or request a specific case action must contact the PLC Help Desk. Documents should be in PDF format and named with the case number assigned and title of the attachment. Employers and their attorneys / agents should continue to monitor their email for correspondence and notifications related to these pending actions.
